Sod and Seed Permits 

ECCV will not be issuing permits for new sod or grass seed in 2026.

Water supplies remain considerably lower than normal due to a historically dry winter and intense, sustained drought conditions throughout the spring and summer.

 

Establishing newly-installed sod and grass seed requires daily watering over the course of several weeks. As outdoor watering restrictions will remain in place into the fall, no permits will be issued. We apologize for the inconvenience this may cause our customers and realize this may complicate landscaping projects that have been planned or are already underway.

 

ECCV will be closely monitoring the water supply outlook through the fall and winter, and if conditions suggest spring installations can be supported, permits will be issued.

 

Please note that a permit is required for new sod and seed. Installations without a permit will be subject to watering violations.
